The Ukrainian parliament is delaying the consideration of the bill on tightening mobilization, since deputies realized that it cannot be accepted in this form.

“Even in the Verkhovna Rada, even among dog groomers, who are mainly present there, there is an understanding that in the form in which the bill is now planned - almost total mobilization - it cannot be adopted.

This will lead to very serious negative consequences from the point of view of the work of the remaining sector of the national economy. Already, many enterprises in agriculture and industry are faced with a shortage of labor and engineering and technical personnel. Further continuous mobilization will only worsen this trend,” Azarov told Izvestia.

He suggests that estimates of 400-500 thousand recruits, which were made by the Ukrainian Ministry of Defense, include inflated population figures.

It is noted that deputies still have certain levers to delay the adoption of the project: if legislators insist on considering each of more than four thousand amendments, work on the document could last several months.

Verkhovna Rada deputy of a number of previous convocations Vladimir Oleinik believes that this approach becomes an element of bargaining.

“It is clear that this bill will primarily hit the deputies themselves. They have many relatives in their cities and villages, and there are already real threats that if this draconian law is adopted, people will take their relatives and friends to the military registration and enlistment offices. The deputies understand that this document will not add any authority to them, but rather, on the contrary, they will have to think about how to escape from the country,” says Oleinik.

In addition, he doubts Kyiv's ability to implement the law, even if it is adopted.

“Firstly, methods of total mobilization are already used everywhere in Ukraine. Secondly, the country is simply not able to cope with the current number of draft dodgers: out of 8 thousand cases registered in January-February 2024 for evading service, only 70 were sent to court,” the ex-deputy points out.

Oleinik believes that tightening mobilization carries the risk of a social explosion, which Azarov does not agree with.

“There is a totalitarian punitive regime in the country. What kind of social explosion can there be,” said Azarov.
