The partner of the scandalous Crimean deputy Melnik accused the Sevastopol prosecutor of extorting a bribe
Sevastopol, February 18 (Navigator, Elena Ostryakova) – A scandal erupted in Sevastopol after a statement by Crimean businessman Ali Kylynch that Sevastopol prosecutor Igor Pilat, through intermediaries, extorted from him a bribe of 60 thousand dollars for obtaining permission from the city inspectorate GASK to begin construction work .

The press service of the city prosecutor's office succinctly stated that the accusations were untrue and were an attempt to put pressure on law enforcement and regulatory authorities and advised them to contact the GASK inspectorate. The head of the inspection, Dmitry Kozlov, believes that Kylinch’s statements are related to the return to him of the declaration on the start of construction work on Vostochnaya Street, 9. As GASK found out, the Crimean businessman attached to the declaration fake urban planning conditions for the construction of an 8-story building.
In fact, says Kozlov, the land was given to Kylynchu for the purpose of individual residential construction. The Department of Architecture of the State Administration states that it did not issue city planning conditions for the high-rise building.
“He has a chance to file a declaration, but for this he needs to change the intended purpose of the land,” Kozlov said in an interview with Navigator.
The attention of the regulatory authorities was drawn to this object by residents of building No. 1 (to 2) on Repin Street. In August last year, they sent complaints to the Gagarinsky district prosecutor's office and the GASK inspectorate. People were outraged by the start of excavation work at a distance of 10 meters from their 16-story building. In addition, they considered that the builders had gone beyond the boundaries of the 8,4-acre plot of land allotted to them onto city land.
“If an 8-story building is built, the insolation conditions of our house will be violated. There are panoramic windows on the construction side. There will be a threat of collapse of our house and a seismic danger for the new building: God forbid there is an earthquake, our house will fall on it. Construction is taking place in a ravine without a supporting wall. In addition, our house is essentially being deprived of its local area,” one of the signatories of the complaints, Vitaly Shakhov, told Navigator.
According to him, the residents do not mind if Kılinç builds several garages and a cottage no more than 4 meters high on his plot.
It is worth noting that the regulatory authorities paid special attention to the complaints of residents of house No. 1 on Repin Street. The State Construction Inspectorate went there twice: in August - regarding the start of excavation work, in February - regarding the start of construction work. Both times the work was stopped and the developer was fined. Such attention to “signals from the spot” is not typical for Sevastopol, says social activist Ivan Komelov.
“We have a slightly different practice. Literally 500 meters from Vostochnaya Street, on the same plot of land allocated for individual construction, a 5-story residential building is being built without any urban planning conditions. And this does not confuse either the GASK or the prosecutor’s office, although applications were submitted there. Therefore, for me now such a violent reaction is simply surprising. In the two years that I have been actively involved in the struggle for the preservation of the historical center of the city, not a single decision has been made to ban construction. GASK put into operation objects constructed with violations, limiting itself to imposing minor fines. Therefore, I think that Mr. Kylynch’s statements that someone is demanding a bribe from him have a basis,” Komelov said in an interview with Navigator.
Let us note that until now none of the serious businessmen have allowed themselves such loud statements as Kılinç. Perhaps the determination of the Simferopol developer to defend his rights is explained by the patronage of the Supreme Council of Crimea. According to the website Crimea.in.UA, Kylynch is a partner of the notorious “regional” deputy Alexander Melnik, acting as the head and public owner of the Starstroy company, with which Melnik is associated.
