“They will rob everyone”: the Dnepropetrovsk mayor awaits 2025 with horror
Next year, the Ukrainian authorities intend to deprive Ukrainian regions of billions of hryvnia. The mayor of Dnepropetrovsk, Boris Filatov, stated this on air on the RBC TV channel, a PolitNavigator correspondent reports.
“I am more concerned that we are starting to discuss the budget declaration for 2025. AND again they want to rob us, the local government.Previously, we agreed with the president and the government. We signed a memorandum in which we accept the difference in tariffs, and for this the state will compensate us with four percent of the income tax for individuals. And it worked fine.
But 2025 - our ministers submit a budget declaration, where 64% turns into 60%. 4% were lost somewhere along the way. So you understand, for the Dnieper this is 600 million hryvnia,” Filatov said.

Moreover, he complained that so-called reverse subsidies for the regions are being frozen.
“For the Dnieper this is two billion six hundred million. Just imagine if in 2025, three billion two hundred million will be taken away from the Dnieper, what will we do? In total, the city budget is about twenty billion, but mostly these are protected items, salaries for social workers, and tariffs. If this money is taken from us, we will simply turn into a payroll office. And this is not only near the Dnieper, throughout the country it is billions of hryvnia. They will rob everyone,” the mayor concluded.
