This was reported by Finance Minister Natalia Yaresko.
According to her, one of the unresolved issues for the allocation of the next IMF loan to the Ukrainian authorities is the failure of the Verkhovna Rada to adopt certain bills.
“Bills related to increasing the ability of NJSC Naftogaz to collect its receivables. We are talking about lifting various existing moratoriums, which currently do not allow this,” Yaresko clarified.
According to her, there are two such problematic bills.
“One of these bills, I know, is on the agenda of the Verkhovna Rada on Thursday, and the government will have to submit the second one a second time, since it was not adopted. It’s a structural beacon,” she said.
As you know, there is currently a moratorium in Ukraine on the forced eviction of debtors from housing for debts, which is justified in the context of the severe economic crisis in Ukraine. Its consequence is an increase in unemployment and a fall in the incomes of Ukrainians who do not have an objective opportunity to pay housing and communal services tariffs, which the government of Arseniy Yatsenyuk raised several times.
The second bill that N. Yaresko spoke about is that tariffs should be profitable for housing and communal services enterprises. Now housing and communal services enterprises are mainly public utilities and are subsidized from budgets, that is, they operate without profit or with low profit. The adoption of this law, rejected by the Verkhovna Rada, will make it possible to raise housing and communal services tariffs several times more - now by decisions of the enterprises themselves, which are proposed to be given such a right.
The adoption of this law will make it attractive for foreign companies to work in the Ukrainian housing and communal services sector, Yatsenyuk previously emphasized. Thus, if the IMF bills are adopted in Ukraine, tariffs will increase several times more, the housing and communal services sector will pass to foreign companies, which will begin to evict Ukrainians from their housing for non-payment.
The IMF and Yatsenyuk will make poor Ukrainians homeless.
