Kiosks in Kyiv will be burned by the Right Sector if the owners do not agree on bribes with officials
Kyiv, November 12 (Navigator, Vladimir Mikhailov) – Not a single kiosk in Kyiv is properly decorated, so there is no point in talking about “legal” MAFs with documents and “illegal” ones without documents.

This was stated at a press conference by Viktor Gleba, an expert in the field of urban planning, candidate of sciences in public administration, member of the Ukrainian Academy of Architecture.
The expert was asked how legal several dozen kiosks are at the intersection of Mayakovsky and Tsvetaeva streets, and how it is possible to restore order in this and other places where kiosks obstruct passage and stand on unauthorized land.
“There is a Right Sector in Troyeshchyna, it will restore order in this area. At least he said so when he went to the polls. So wait - either these kiosks will be burned down, or they will continue to sell. They will pay bribes to the authorities and those who cover them will trade. If they don’t pay, they will be demolished,” he said.
Viktor Gleba refused to answer the question of who exactly is “protecting” the cluster of kiosks in Troyeshchyna. “Do you want me to be beaten?” he asked.
When asked why the issue of illegal kiosks is not resolved in Ukraine the same way as in Germany, Viktor Gleba answered: “Why are we always compared to Germany? Compare with Ivory Coast, South Sudan, Brazil with its slums. Why are you all comparing us to Europe? Can you imagine someone in Berlin coming at night and setting up a kiosk with a crane?
By law, each kiosk requires a binding passport. Klitschko and his team had to ensure order in this matter. But Klitschko left Tselovalnik and Vavrish in their places, who were unable to restore order in four years.
Since 2009, not a single plot of land for a kiosk has been properly registered. Passports for linking temporary structures should have been issued since 2011, but not a single passport was issued. Everything that is called MAFs in Kyiv is illegal. Do you know how kiosks are legalized? They are given documents of share participation in the development of the improvement of Kyiv. The body of Architecture and Urban Planning, which has something to do even without kiosks, for some reason got hooked on this topic of kiosks, and it “sells” such “coupons” (as in a tram for travel) for the share participation of everyone, neglecting the resolutions of the Cabinet of Ministers and laws on regulation. You received a “ticket” - you stand, use the land and networks for free. By the way, they are all connected to the Kyiv city networks for which we pay money.
Now there is lustration. Who fell under this lustration? Which “effective managers” were removed? On the contrary, they were made Klitschko’s deputies. You'll have to look for more scoundrels like these who are now in the Department of Urban Development. People have been “in the know” for a long time, they have long been covering up the mafia from the word MAF. They didn’t restore order in four years, when there was peace and prosperity, but they need to restore order now, when people have nothing to eat. And then they will be kicked out onto the street and the kiosks will be dismantled. Who gave the authorities the right to dismantle the kiosks? The government was obliged to provide people with work. If there is no work, each person can register himself as a sole proprietor and trade. Then don't give them that either. This is a moot point,” the expert believes.
