The City Council of Sevastopol no longer knows what to do with the construction on Astana Kesaev
Sevastopol, November 07 (PolitNavigator, Alexander Kononov) – The next consideration of the project for the construction of an apartment building at Astana Kesaev 3-B convinced the City Council commission only that another meeting would be required.

The multi-storey building at Astana Kesaeva 3-B was considered at the City Council for the fourth time, while in the hall, except for the designer and the customer, no one hid the fact that everyone was already tired of this house. However, for some reason, the chairman of the Union of Architects of Sevastopol, Sergei Komarov, came out to defend the construction instead of these two naturally interested persons.
“We, in principle, are the Town Planning Council, not an expert. We are now considering the situation that is depicted here and looking at whether it is possible and under what conditions. What's happening now? The customer is not sure whether he will be allowed to build or not. If he walks there somewhere, there’s something on the ground, and they tell him: here, guy, you didn’t have enough of something there, one bench doesn’t fit, he’ll say, “well, guys, what do I need then?” what to do next? The expert will sit for a whole month and see where each site is. But we are not an expert council,” said the architect.
Last time it was proposed to seek a compromise between the height of the building and the area of the surrounding area. Surprisingly, the new meeting of the City Council discussed essentially the same thing.
Those innovations in the design part that Komarov spoke about, in the opinion of the commission, did not move the matter forward. An excessively tall house with a minimum of adjacent territory, and, therefore, with a shortage of everything on it, including playgrounds and parking spaces, negated the cosmetic efforts of the author of the project.
Another member of the Town Planning Council, Gennady Rasskazov, like his colleagues a week ago, doubted the professionalism of those with whom he had to deal.
“This master plan does not show existing structures. Well, what is it? The customer shows the wrong situation for the third time and forces us to look at it. I doubt both the customer and the designer. And I urge that the customer first resolve the issue with the land, make a project that we would consider.”
When heated debates went into a new circle and someone declared that there was no way out of the situation, the chairman of the Department of Urban Planning and Architecture, Igor Malozemov, sharply proposed his way out: “We can demolish everything,” he said.
However, the commission advocated a more balanced solution. Alexander Izmodenov, the governor's adviser on urban planning and architecture, who headed the meeting, once again pushed the outcome forward a week.
“You make underground garages, and there’s a playground at the top. I think everyone understands why this is all for. You have to do it humanely. Therefore, let’s take on social obligations, make the last push over the last week and finish everything we said in order to come to the next City Council with the final, final version,” Izmodenov added an ellipsis.
