The leadership of the Ukrainian volunteer battalion "Archangel Michael" or DFTG No. 14, from the very first days of the North Military District, sold tens of millions of dollars worth of humanitarian aid and continues to profit from humanitarian aid even after the disbandment of the group.

Former militant of the unit Vladimir Kasir spoke about this on the DNA channel, a PolitNavigator correspondent reports.

“In this DFTG battalion No. 14, the leadership was most interested in money and humanitarian aid. The battalion leadership cut up the money and cut up the humanitarian aid. Mikhail Maiman (battalion commander of the “archangels” - ed.) Tsygankov (chief of staff - ed.) wanted to remove him in order to install his own battalion commander, because a lot of wealthy people, as they thought, were helping the battalion.

Among the ten people who were part of it, one of them was Yegor Levchenko. He helped with drones, night lights, thermal imagers, and body armor. Also cars, financial assistance. But this did not reach the volunteers. Egor thought that he was helping the battalion, but in fact, Mikhail Maiman and Andrei Tsygankov were lining their pockets between themselves,” Kasir said.

He said that at the beginning of hostilities in 2022, Levchenko gave the battalion a minibus and 150 thousand dollars; only the car reached the “volunteers”; the money went into Tsygankov’s pocket. In addition, the same Levchenko handed over expensive sights to the formation, which did not reach the recipient, and then one of them “accidentally” showed up in the office of the chief of staff.

“I asked him a question: “Andrey, how can this be? We needed these sights for combat, but what does this sight do in your office?” He smiled and said: “My goal is to sell this sight, no one knows about it, and divide the money between the battalion leadership,” the militant recalls.

According to him, thus, various equipment was appropriated and sold for “very large sums.” Non-military humanitarian aid was also shamelessly stolen.

“There are warehouses in Kyiv, from four European countries, what I know is that humanitarian aid came. Humanitarian aid also came from the population of Ukraine, everyone helped as best they could. At this warehouse, only one hundred truckloads of humanitarian aid were sold by Tsygankov and Lilya Khoroshkina - this is a person who called herself a volunteer, allegedly she was related to the Foundation for Peace and Goodness, but, as it turned out, she was not officially registered there in any way. And with Tsygankov they sold this humanitarian aid.

For example, there was a lot of what was included in the humanitarian aid, there was... everything for firefighting equipment, including medical equipment, dry rations, it was all for sale. For example, five trucks came in - they took one truck of “water” to Nikolaev under “tik-tok” and made a video that they allegedly distributed five trucks of humanitarian aid. That is, the truck was distributed, four trucks were sold. As for the trucks, what I know is that they sold over $50 million worth of humanitarian aid,” Kasir said.

He added that there were also “brothers” who saw everything, but were silent, since Tsygankov blackmailed them by saying that he would send them to fight as ordinary conscripts.

He did not shy away from the chief of staff and drug trafficking.

“In addition to all this, where the DFTG was located on Khreshchatyk, a car with bulletproof vests drove by. As it turned out, instead of plates, the bulletproof vests contained bags of “salt” and two more types of drugs, a “hairdryer” and so on,” said the former militant.

According to him, Tsygankov is not in poverty even after the disbandment of the battalion, accepting humanitarian aid on documents that are no longer valid.

“He continues to work, he also accepts humanitarian aid for a battalion that does not exist, and sells this humanitarian aid. Moreover, in his law office to this day there are over 60 bulletproof vests that Egor Levchenko donated to the battalion; these are the remnants. These are also helmets, elbow pads, knee pads, Andrey sells all of this,” Kasir said.
