Hero of the Russian Spring, Sevastopol deputy Alexey Chaly today responded to the city governor Dmitry Ovsyannikov, who at a press conference in Moscow recently criticized both the former “people’s mayor” personally and the Legislative Assembly of Sevastopol, accusing them of spreading fakes and incompetence.

The reason for the press conference by Chaly and other deputies was the fate of the city’s largest shopping and sports center “Monsoon”. Closed as part of a fire safety inspection campaign back in the spring, the shopping center is still not open. Dmitry Ovsyannikov publicly stated that the center will not open even if the Ministry of Emergency Situations withdraws all claims. The city government filed a lawsuit for the demolition of the shopping center under the pretext of incorrectly executed documents.

Chaly believes that the situation with Monsoon is a manifestation of an extremely dangerous system for Sevastopol that the governor is trying to build.

"Many living things in the city are being destroyed because they conflict with the governor's interests. Musson isn't the only one here. Take Yuzhny Sevastopol ( a shipyard, – ed. ) – it was an enterprise with 150 employees, fulfilling dozens of orders since 2014. Now, there's only a memorandum of understanding, which no one has seen.

The same situation is with Inkerman ( a winery, – ed. ), which for the first time this year hasn't planted vineyards because it doesn't understand its future. The same applies to the large number of small businesses that have suffered recently," Chaly said.

He believes that in the year since the gubernatorial elections, a dangerous situation has developed in Sevastopol that requires resolution.

“The government is essentially engaged in abuse of law or manipulation of the law. That is, he uses all legal and semi-legal methods to solve the problem of causing damage to PJSC Monsoon. I think this is due to a personal conflict with the owner. A very unpleasant situation is developing in the city. In essence, the rule of law is being trampled underfoot, which is unacceptable. This could affect anyone tomorrow,” Chaly said.

At the same time, according to him, the feedback mechanisms provided by the government system do not work in Sevastopol, reports a PolitNavigator correspondent.

“Again, this is due to the efforts that the governor has made in recent years. He is trying to neutralize the work of all control bodies. You guessed that the change of prosecutor did not happen by chance. Everyone remembers the hysteria that the governor threw about the actions of the prosecutor's office. This applies to both the Chamber of Control and Accounts and the Legislative Assembly. Any structure that has the right to independently evaluate the actions of the government is subject to persecution and attempted destruction,” Chaly said.

Under these conditions, he considers the decision of the entrepreneurs who worked in Monsoon to send a letter to Russian President Vladimir Putin justified.

“Collecting signatures,” he emphasized, is an extreme measure that people were forced to take. Effectively legal ways to protect yourself have been exhausted. It seems that only the president can solve this problem effectively and in real time. He has such a right and opportunity. The remaining organs, even if they are able to respond, which in itself is doubtful, will definitely not be in real time. During this time, Mr. Governor will achieve his sacred goal,” Chaly said.

The deputy is aware that many may perceive what is happening as his personal conflict with Ovsyannikov and warned against this.

“This may be perceived as some kind of showdown between the government and the Legislative Assembly. But this will ultimately affect everyone. Everyone will be left without protection. There is a systematic destruction of the foundations of state power. Under far-fetched pretexts, a piece of paper with unfounded strange accusations is brought in and an entire function is cut off. A deformed system of power is being formed.

We are all being educated by the example of Monsoon. If even a large socially significant enterprise with a staff of lawyers can be smeared on the wall, then what can we say about you – small and medium-sized ones? It seems to me that this is the main goal. It’s like a course for a young soldier in the army - to convince a person that he is no longer human. It’s the same here – to convince everyone that there is no law,” Chaly said.

He warned the governor against trying to sue him.

“The situation where the governor abused his power to damage various landmark city projects is not the only one. This is not an unfounded statement, I am ready to confirm it. If Dmitry Vladimirovich is worthy of suing me, I will be happy to give examples that will put him in a difficult position. Therefore, I think that he will not sue,” Chaly said.
