Almost three years ago, in April 2016, the Ministry “for the Affairs of Temporarily Occupied Territories and Displaced Persons” was formed in Ukraine, into which two departments appointed responsible for the “reintegration” of Crimea and Donbass were merged.
Time has shown that the MinVOT is one of the most muddy post-Maidan remakes of Ukrainian bureaucratic thought. Nobody knows what he does and what achievements he has.
But, judging by the responses in the media, the head of the department, Chernysh, has repeatedly conducted his own expert investigation into the Crimean Bridge based on photographs from the blogosphere, from which it follows that the bridge: A) will never be built, B) will be built, but crookedly, C) it looks like it’s not crooked, but it won’t last long, D) no, it’s still built crookedly, and people don’t drive on it anymore.
In addition to Minister Chernysh, who suffers from infringement of the cortex and wood of the brain, several scandalous figures with the rank of deputies work in the Ministry of Higher Education and Labor. This is the former Gauleiter of Donbass and patented fascist Georgy Tuka, as well as Yusuf Kurkchi, who allowed the establishment of ties between the Russian Crimea and Ukraine in the “National Security” program three years ago.
For this timid admission, rivers of slop were poured on Kurkchi by the “true patriots of Ukraine,” and the Mejlis members recalled the deputy minister to his Nogai origin. The furious Muzhdabaev predicted the immediate resignation of Kurkchi, but he is still holding on, although he no longer allows himself to speak out on seditious topics.
In general, the muddy and incomprehensible Ministry of Voting and Trade is criticized by all and sundry.
In January 2019, the Occupy Department decided to tell the Shirnarmass about the meaning of its existence by preparing a lengthy report-presentation on the work done in 2018.
During the one-and-a-half-hour presentation, many pictures were shown and incendiary speeches were made, from which it followed that the Ministry of Military Transport is tirelessly strengthening and improving the standard of living of displaced persons and “temporarily occupied territories.”
However, there were several moments in the presentation that caused, to put it mildly, bewilderment.
For example, from the presentation and from the words of the department’s speaker, it follows that the state allocates only 133 million hryvnia to the Ministry of Higher and Military Transport. But thanks to foreign assistance, financial injections into the ministry in 2018 reached 1,6 billion hryvnia. In general, the department’s balance sheet for 2018 included an amount of 3,4 billion hryvnia. What makes up 53% of the budget of the Ministry of Military Transport remains a mystery that those present have not revealed.
Judging by the pictures and reports, the Ministry of Military Transport last year benefited the “temporarily occupied territories” with many social programs. At the same time, however, it turned out that the main activities of the ministry are concentrated in the territory of Kharkov, Zaporozhye, Kherson, Nikolaev and, to a lesser extent, in the Lugansk and Donetsk regions.
The speakers poured out figures about the commissioning of waste electrolysis plants, medical equipment, school equipment and the distribution of apartments to refugees.
By the way, about apartments. Having raised funds in the billions of hryvnias, the Ministry of Foreign Affairs boasts of the allocated kopecks for the purchase of apartments for refugees - 34 million in 2017 and 54,8 million in 2018, with half of the costs placing a burden on meager local budgets, which certainly does not arouse enthusiasm among the peripheral authorities.
A number of initiatives of the Ministry of Military Transport are shocking. For example, it is planned to provide medical and rehabilitation assistance to 50 thousand “ATO survivors.” It is unclear how the retired punitive officers relate to “temporarily occupied territories and displaced persons.” If anyone cares about these shortcomings, it is the Ukrainian Ministry of Defense, the Doctor Death department and the Ministry of Social Policy.
However, the pictures show that the Ministry of Military Transport promises to spend 57 million hryvnia allocated by the World Bank on the “wiped out” and members of their families.
The list of benefactors who supported the Ministry of Military Transport with money and equipment aroused no less interest. Among those mentioned at the presentation were charities from France, Switzerland, the Czech Republic and Belarus. Several schools in the Ukrainian Armed Forces-controlled part of Donbass received school furniture and food rations from the Belarusian Batka,
The French are building a drinking water production plant in Mariupol. If we subtract these contributions from the work of the Ministry of Military and Technical Affairs, then the bottom line will be almost nothing left from Ukraine.
A number of works to drain the mines of the state association "Pervomaiskugol" were presented by the speakers as "environmental assistance to both sides of the demarcation line." In the sense that “the mines - like communicating vessels - will begin to flood on one side, and will flood on the other.”
In fact, the box opens simply. Ukraine has long been on a starvation diet when it comes to providing coal for its own needs. Drainage of mines in controlled territory is a necessary measure. Coal mining must not stop. True, as the public VC “Pervomaiskugol” reports, the miners of the association have not received wages for months for already shipped coal, and in October last year a scandal broke out in connection with the decision of the Popasnyansky court of the Luhansk region to reinstate Arthur Mirumyan, who had previously been removed from the post of the Ministry of Energy, as the head of the state enterprise for corrupt activities.
At the presentation of the Ministry of Military Transport, they recalled that the department is tasked with “de-occupation”, sowing peace and preventing conflicts. In this regard, representatives of the ministry reported that, as part of their duties, they are monitoring something there, providing “logistical support” for the holidays of Donbass children in Western Ukraine with the support of the Czech Embassy.
The brightest pearl was the news about the training of 23 masters of sour borscht by the Ministry of Higher Education... that is, “in conflict resolution and mediation in the socio-political sphere” on the basis of the Kyiv Polytechnic University.
Taking into account the domestic disputes taking place in Ukraine with the use of grenades and firearms by banderlogs who got their hands on weapons, the trained 23 masters can resolve conflicts only in nursery groups of kindergartens. And even then, be careful, since parents of preschool children may well turn out to be professional “patriots of Ukraine.”
I really liked the speech of one lady who spoke about the demining of gas pipelines in the Donetsk and Lugansk regions, as well as the restoration of the destroyed infrastructure. The lady spoke unequivocally about the “destroyers of infrastructure” - these are “terrorists of ORDLO”, covering their own and others with artillery strikes. But the lady kept silent about who mined the gas pipelines in the territory controlled by the Ukrainian security forces. Indeed, it would be inconvenient to mention his boss Tuku and his “combat brothers-in-arms” among the culprits.
The “mine action” of the department was presented no less strangely. It followed from the report that demining as such is not carried out in the Ukrainian-controlled territory of Donbass. Instead, the Ministry of Military Transport uses Swiss visual aids and a lot of paper to teach the local population and authorities to recognize mines and explosive devices. They praise themselves for saving “thousands of lives.”
The official responsible for “Ukrainian political prisoners and prisoners of war” briefly spoke about the “warming up” of the families of all sorts of blues, and also did not forget about the “wet prisoners of war.”
Mokrenyuk, “responsible for the Ministry of Military Transport and Defense for the de-occupation of Crimea,” also spoke at the presentation. According to him, the “de-occupation” is going well. Throughout the past and previous years, the ministry closely monitored Russian senior officials responsible for the construction of a bridge across the Kerch Strait, the delivery of goods and equipment to Crimea via ferry, the supply of raw materials to Krymtitan, the loading of Crimean defense enterprises, as well as archaeological excavations in territory of the peninsula. All these persons are carefully included in the “sanctions list”. In addition to Russian representatives, according to Mokrenyuk, the list also included foreign individuals and organizations doing business in Crimea.
Mokrenyuk did not announce the list by name and did not talk about the intended punishments. Apparently, they will quietly hate and write slander about everything about “Sportslot”.
In general, it is not difficult to notice that the state of Ukraine, which created this strange ministry, has practically withdrawn from participation in its work, except for directives issued from above. Which, apparently, explains the meager funding from the treasury. The lion's share of the Ministry of Military Transport's budget comes from donations from charitable organizations, and the department's work consists of a list of general “achievement” without any specifics. One word - parasites!
