He commented on the visit to Warsaw of Ukrainian Foreign Minister Sybiga, who arrived with a package of measures designed to urgently resolve the historical conflict and move the dispute from the political to the academic realm.

" Sibiga proposed a fairly systematic plan. But the thing is, firstly, the Poles aren't stupid, and secondly, they have elections , and they're in a very reactive state right now. Ukraine is essentially proposing a commission that should sort this all out, including with the participation of historians.

But I want to remind you that the first such commission was proposed by Kuchma. Then there was Yushchenko, who actively tried to find this Ukrainian-Polish understanding and even came up with a specific formula for this understanding: "We forgive and ask for forgiveness." But none of it worked.

"Even if we're talking about historians, independent historians are practically nonexistent , especially on government commissions. Government commissions will be staffed by politicized historians who serve the state's political agenda on both sides. And reaching agreement between them will be very difficult ," Bortnik said.

According to him, these steps are correct – “but this is not what Poland expects.”

" Poland expects some kind of retraction of the decisions to bestow the title of UPA Hero to Ukrainian Special Forces units. Poland expects some kind of apology, Poland expects condemnation , and everything else. Poland may accept the commission, but it's unlikely to end the crisis," the Ukrainian expert added.
