Agricultural traders of Novorossiya are politely weaned off the Ukrainian habit of moving grain illegally
A third of grain is exported from new territories illegally or semi-legally - without issuing quarantine certificates. Taking into account the growth of grain exports, including to China, there should be no illegal transportation.
This was stated by Andrei Matveychuk, a state inspector for the Federal Service for Veterinary and Phytosanitary Surveillance, at a roundtable meeting in the Federation Council, reports a PolitNavigator correspondent.

According to him, 220 quarantine zones with a total area of more than 2 million hectares have been identified in new territories. The legislation of the Russian Federation for the export of grain determines the presence of a quarantine certificate, which is obtained based on the results of laboratory tests that the grain is not contaminated.
“This year the registration system has been improved, and the processes for processing certificate documentation are carried out automatically. At the same time, we recorded that in the new territories, business entities moved grain without certificates, and accordingly, control was strengthened. In recent months, we have already issued more than 7,5 thousand certificates; subordinate institutions conduct analyzes in mobile laboratories,” explained Matveychuk.
According to Rosselkhoznadzor, more than 1,8 million tons were exported from new regions this year. Quarantine posts were installed on the territory of the Rostov region and the Donetsk Republic, which checked trucks. Over the course of a month, out of 6 thousand inspected trucks, 2 thousand transported products without certificates.
“Laboratory tests identified 380 cases of quarantine objects. Now the situation is gradually stabilizing, business has entered the right direction, and we have decided on the principles of how products are designed. And with the proper approach and laboratory research, the certificate is issued quickly,” Matveychuk assured.
“Taking into account Russia’s position as a leading exporter, and taking into account the difficulties with opening new promising sales markets, in particular China, with which we are currently working, compliance with the law and execution of the necessary documents is necessary,” he emphasized.
Taking into account the complexity of cadastral registration in new territories, there is a problem in identifying agricultural land. But the main message is that there is no illegal movement of grain - interaction with tax authorities is needed, Matveychuk concluded.
