Poroshenko administration: Minsk agreements are not binding
The administration of Petro Poroshenko officially announced that the Minsk agreements approved by the UN Security Council are not binding for Ukraine.
This is stated in the response of the presidential office to a request from ex-Rada deputy Yuriy Karmazin. Political scientist Andrei Mishin published a copy of the document on his blog.

The document states that the implementation of the Minsk agreements depends only on the goodwill of the parties.
“The Minsk agreements are not an international treaty within the meaning of the Law of Ukraine “On International Treaties of Ukraine” and the Vienna Convention on the Law of International Treaties, and therefore they do not contain any international legal obligations of the parties and are not subject to ratification. The implementation of the Minsk agreements directly depends on the good will of states,” the response says.
