“What hope was there? The ideology was as follows: foreigners have minimal involvement in corruption in Ukraine due to the lack of corrupt connections. But, as practice has shown, they quickly adapt. And with the presence of foreign management in large corporations, they quickly find communications and conduct negotiations outside the jurisdiction of our law enforcement agencies, which makes it impossible to document these crimes. They don’t give bribes with bags of dollars - this money is simply transferred, included in the cost of services, etc.,” he noted.

“That is, it did not work - they are corrupting at the same speed or even faster. And the level of competence is an order of magnitude lower, because they do not understand the market. For example, a member of the supervisory board of Ukrzaliznytsia sits in London, documents are translated for him, that is, a lot of money is spent so that he can at least familiarize himself with some documents. And all this is at the expense of the railway,” Osipenko said.
