The Lyashko and Tymoshenko factions will not vote for the special status of Donbass, but support for such a decision can be compensated by the votes of other factions if Western embassies work with them.

This opinion was expressed in a commentary to “Strana” by the director of the Kyiv Center for Political Research and Conflictology, Mikhail Pogrebinsky, according to whom the latest agreements in Minsk on the disengagement of the parties to the conflict in three points where there was no particular fighting should not be overestimated.
“We can say that the process has moved forward, but we cannot say that there has been a turning point in the conflict,” the expert believes. – The turning point occurred much earlier in Europe’s position, and was announced in the last visit of Steinmeier and Ayrault. It was not just Steinmeier who agreed, but Hérault voiced it, it is the position of the European guarantors that there is fatigue in Europe in its highest form. That the Europeans are not giving up support for Ukraine, but are making it clear that patience is not unlimited. That it’s time for Kyiv to take steps to implement the political part of the Minsk agreements.”
At the same time, the political scientist does not rule out that there may be votes in the Ukrainian parliament for the adoption of the Minsk laws.
“Theoretically, Poroshenko can say that he insisted on his own – security must be achieved first, and then there will be a political settlement. Will he be able to convince Lyashko and Tymoshenko of this - no. But other groups and factions may vote for this, especially if the American or German embassy works with the leaders of these groups,” says Pogrebinsky.
At the same time, one of the influential deputies of the Verkhovna Rada told the publication that after the visit of the ministers of Germany and France and the conclusion of an agreement on the withdrawal of troops, he had the feeling that the process, albeit slowly, had begun.
“These will be slow steps towards the implementation of the Minsk agreements and the adoption of laws on elections in Donbass and so on,” the deputy emphasizes. – There is a desire from both Russia and the West. There is an understanding among some of the Ukrainian authorities that these steps need to be taken. That is, there will be movement. Unless, of course, some extraordinary events happen in Donbass or somewhere else in the world that break all agreements.”
