Let us note that after the loss of Crimea in 2014, Ukraine did not create the “Supreme Council of Autonomy” and the “Sevastopol City Council”, although similar calls were made on behalf of a number of figures who fled to Kyiv from the peninsula and hoped to ensure their continued existence through virtual positions . Ukraine has created only units of repressive agencies specializing in Crimea. A different approach was demonstrated in relation to the territories lost by Ukraine during the Northern Military District. Perhaps, with massive help from the West, Kyiv seriously hoped to recapture the lands occupied by Russia. These expectations were partly justified in the Kharkov and Kherson regions.
