The detention and arrest of former Minister of Economic Development Alexey Ulyukaev is a signal to the regional authorities of Russia. Russian State Duma deputy Vitaly Milonov stated this at a press conference in Moscow.

“This is a clear signal for regional authorities. The feds have shown that they will not spare their own people and will not cover them up. But there will also be a different demand from regionals. Nepotism and in-laws are now rampant in some regions. It has become the norm when a team comes to a region that includes everyone, right down to the girls making coffee,” Milonov said.
As a negative example, he cited the former governor of the Kirov region, Nikita Belykh, against whom a criminal case has now been filed.
“We saw this in the example of the Kirov governor Belykh. He did not find a single local deputy. Because the locals make it difficult to save money. He brought his team from Siberia, the Union of Right Forces, there are a lot of crooks there. He needed his own with their eyes and ears closed and their mouths sewn shut. Due to the fact that the financial attractiveness of the civil service is now high, it is not competent managers who come, but stupid backbenchers who can only manage the budget,” Milonov said.
