The press service of the DPR Armed Forces reports this on its website.

“Expansive bullets are prohibited by the “Declaration on the Use of Bullets Easily Expanded or Flattened in the Human Body” (The Hague, 1899) as inhumane and violative of the customs and laws of war. A feature of expansive ammunition is that when it hits a target, its bullets “open up” like a flower, increasing in cross-section or flattening, not giving the victim any chance of salvation. Therefore, they managed to receive the poetic but gloomy name “flowers of death,” the report says.

The press service emphasized that this ammunition is used when firing from rifles in service with the special operations forces of NATO countries.
