The SBU shrugs: Dodon can say whatever he wants about Crimea, but he cannot be banned from entering
According to international rules, the SBU cannot ban diplomatic persons, including Moldovan President Igor Dodon, from entering Ukraine.

This is stated in the SBU's response to an information request, reports RBC-Ukraine.
Heads of other states are provided with an exemption from registration when crossing the border and entering Ukraine. According to the status of the President of Moldova, this norm also applies to him.
