Donetsk stopped the exchange of prisoners due to the lack of a “legal format”
Donetsk, April 05 (PolitNavigator, Alexandra Ignatieva) – In Donetsk, the process of exchanging prisoners with Kiev has been suspended until the issue is resolved with the subgroups of the Contact Group, said the official representative of the DPR in the Contact Group, vice-speaker of the People’s Council of the DPR Denis Pushilin.

“It is necessary to suspend the exchange of prisoners until an official decision is made on the personnel of all four working groups for the implementation of the Minsk agreements,” he noted.
According to him, such groups should be created in accordance with clause 13 of the Minsk Package of Measures to implement all aspects of the peaceful settlement. Including prisoners.
There should be only four such groups: on economics and reconstruction, on refugees and humanitarian assistance, on constitutional reform and elections, on security,” emphasized the DPR plenipotentiary representative at the peace negotiations.
According to him, the exchange of prisoners “could be carried out by a working group on humanitarian assistance.”
All groups must be created at the same time, he added. “And while they are not there, there is no legal format for discussing and implementing issues. Including such urgent matters as the exchange of prisoners,” says Pushilin.
