"Our only oil refinery in Kremenchug, which was capable of producing commercial quantities of fuel, was destroyed. The oil refinery in Merefa, Kharkiv Oblast, was damaged.

"Higher fuel prices could completely destroy the already ailing Ukrainian economy . It could create a perfect storm in the economy and finances ," Zolotarev stated.
