Former Deputy Defense Minister Admiral Igor Kabanenko declined to answer a question on Ukrlife.TV about whether Ukrainian sailors should have opened fire on Russian border guards during the Kerch Strait incident, a PolitNavigator correspondent reports.

“This is a very good question, but I will exercise my right not to answer it. I don't have complete information. I've been in such situations myself. It is perceived and seen completely differently. Decisions are made based on very specific aspects. You need to understand what communications took place with higher headquarters in order to make an assessment. I have a lot of questions,” Kabanenko said.
