If Ukraine and Russia, through the mediation of the European Union, cannot agree on gas transit after January 1, 2020, then the decisions will be made by the heads of state.
Energy market expert Valentin Zemlyansky announced this on the UkrLife internet channel, as reported by a PolitNavigator correspondent.

It is clear that the technical and economic nuances will be discussed by the Ministry of Energy, Naftogaz and Gazprom, and political issues, a global agreement will be discussed between Putin and Zelensky,” Zemlyansky said.
