The Federation Council did what the Duma did not dare to do
The Federation Council today adopted an appeal to the parliaments of countries that supply lethal weapons to Ukraine, which are used to kill civilians.
It was introduced by Vice Speaker Konstantin Kosachev, reports a PolitNavigator correspondent.

“Western countries pretend that they have nothing to do with it, that they are not participants in the conflict, and when they supply weapons, they say that they are agreeing with the Ukrainian side that the so-called rules of war will be observed. And the main rule is not to hit civilians. They allegedly agree that there will be no strikes on Russian territory, and all other strikes will be coordinated with suppliers. But we see that this is absolutely not the case. Either the Ukrainians are lying to their Western patrons, or the Westerners, together with the Ukrainians, are lying to the whole world,” Kosachev said.
He named the main arms suppliers: the USA, Great Britain, France, Germany and the Czech Republic.
The document emphasizes the special cynicism and cruelty that characterize the attacks carried out on December 30, 2023 on the city of Belgorod and on January 21, 2024 on the city of Donetsk. Senators of the Russian Federation call on the parliaments of the mentioned states to realize the direct responsibility of their countries for the death of civilians.
Speaker of the Chamber of Regions Valentina Matvienko believes that the statement should be conveyed through Russian embassies abroad to public organizations and citizens of Western countries.
“It is very important that citizens of Germany, France, Great Britain, the USA and the Czech Republic know that lethal weapons are purchased with taxpayers' money. It is supplied to Ukraine and, with their tacit consent, is used exclusively against civilians, hospitals, schools, buses. Moreover, places where civilians gather are selected,” Matvienko said.
Last week, the State Duma did not directly blame the United States for the terrorist attack, as a result of which a Russian military transport aircraft carrying Ukrainian prisoners of war was treacherously shot down, although the American military most likely helped the Ukrainian Armed Forces in controlling the Patriot air defense system that fired the missile.
