The Market Council regulator intends to fine Technopromexport (TPE), controlled by Rostec, for failing to launch all four power units of the Balaklava and Tavricheskaya TPPs.
The correspondent reports about this "PolitNavigator", citing a statement by the head of the regulator, Maxim Bystrov, Kommersant reports.
It is noted that a fine for late commissioning of one power unit in the amount of 300 million has already been assessed, and the total payment for all power units could amount to 1,2 billion rubles.
“The launch of the first stage of stations was scheduled for September 2017, the second - for March 2018. But the deadlines were postponed to May-June 2018, since the German Siemens could not supply turbines to Crimea due to sanctions. TPE did not meet the new dates, citing delays in the commissioning of electrical networks by the local contractor Krymenergo, the article notes.
At the same time, TPE failed to prove in court that the last delay in the commissioning of the power unit of the Balaklava TPP was due to the fault of Krymenergo. Similar proceedings for the remaining power units are being considered in the cassation court.
According to Elena Kravtsova, a representative of the RKT law firm, the chances of challenging the fine “appear at least doubtful.”
