Investigation: journalists exposed the “dirty laundry” of the deputy head of the SBU
Officially, the poor relatives of the first deputy chairman of the SBU, head of the Main Directorate for Combating Corruption and Organized Crime, Pavel Demchyna, acquired expensive mansions, and he himself, while under investigation by the NABU, bought a Range Rover Sport SUV worth more than $30 thousand, a PolitNavigator correspondent reports.
This is stated in the investigation by journalists of the program “Schemes” (a joint project of Radio Liberty and the TV channel “UA: First”) “Pavel Demchina. “Guardian of corruption” in the SBU.”
Journalists learned that the grandparents of Demchyna’s children, Viktor Volovchuk and his wife Valentina, own an estate of 160 square meters in the village of Staraya Rafalovka, Rivne region. It is noted that Volovchuk worked in an ordinary position at the Rivne Nuclear Power Plant and earned an average of 10 thousand hryvnia per month. His wife has not had a job at all for the last 5 years. Thus, it is unclear at what cost they built elite housing.
In the same village, Natalya Dubrova, whose maiden name is Volovchuk, owns an even larger house, who is the sister of Olga Volovchuk, the mother of Demchina’s children. The house of almost 300 square meters is registered to Natalia’s husband, Viktor Dubrov. Neither he nor his wife have much income.
Olga Volovchuk herself lives in a luxurious estate in Petropavlovskaya Borshchagovka near Kiev. The “Investigation-Info” program talked about this in March 2017. She also owns a fleet of luxury cars. According to Schemes, from 1998 to 2016 Olga Volovchuk earned 164 thousand hryvnia, which is clearly not enough to purchase luxury housing and cars.
After the release of the “Investigation-info” program, the National Anti-Corruption Bureau began an investigation into the possible illegal enrichment of Demchyna. And in 2018, despite the NABU investigation, the deputy head of the SBU purchased a 2013 Range Rover Sport for 30 thousand dollars.
Demchina told reporters that his salary at the SBU is about 60 thousand hryvnia per month. However, he claims that he had enough money to purchase a luxury car and this is indicated in his declaration. It is impossible to verify this, because the declarations of SBU employees are classified.
As Deputy Business Ombudsman Yaroslav Gregirchak noted, the SBU’s anti-corruption department, which is headed by Demchina, is one of the two divisions of the service about the “arbitrariness of which” entrepreneurs complain the most. In particular, we are talking about unfounded, from the complainant’s point of view, cases of opening criminal proceedings, delaying the progress of the pre-trial investigation, and the like.
