Kyiv is conducting active reconnaissance, sabotage and propaganda activities against Russia, using American-supervised intelligence services and Special Operations Forces.
An employee of the central apparatus of the SBU, Lieutenant Colonel Vasily Prozorov, who went over to the side of Russia, stated this on the YouTube channel “Ukr-Leaks”, a PolitNavigator correspondent reports.
“In 2015, I came across an interesting document called “The Concept of the Main Activities of Information Warfare with Russia.” I recently completed two psychological information operations investigations. The first was in relation to Europe, and the second was against the Donbass republics. There should be a third part soon about Ukraine's information operations against Russia.
I will say that there are plans, and active measures are being carried out, using both private individuals and structures of the Ukrainian special services - not only the SBU, but also the Main Intelligence Directorate, and units of the Special Operations Forces,” Prozorov said.
“Sabotage activities are also carried out, since Russia is the main enemy, prescribed in the defense doctrine of Ukraine in 2015. Of course, such operations are mainly aimed at the DPR and LPR, and partly at Crimea, but active intelligence work is also carried out on Russian territory, and this is based on the documents that I showed on my website,” he added.
According to him, the American intelligence services directly supervise the Ukrainian ones, and the heads of the main departments of Ukraine constantly go on business trips to the United States and Europe.
“The influence of the United States on Ukraine is very large, I won’t measure it in percentage, but in reality America runs the country, putting its people in charge. The main lever of pressure is when their proteges are placed in leadership positions in government structures. This is everywhere, from law enforcement positions to key ministries and government organizations, and in the SBU there is a lot.
I’ll say right away that the rumors that Americans occupy an entire floor in the SBU are not true. This happened during Yushchenko’s presidency; from 2005 to 2010, American advisers actually sat in two offices in the building of the central office of the SBU, and operational files and personal files of the agents were actually rushed there for review.
After the Maidan, they did not sit permanently in the SBU apparatus, but they occupy houses and apartments in Kyiv, from which they manage the intelligence service even more effectively, better than under Yushchenko. Plus, I will say that the leadership of the SBU and the main departments constantly go on business trips either to the USA or Germany...

“Plus – financing. There is a Fifth Directorate in the Counterintelligence Department, which was created by General Kondratyuk just under the ATO. Its employees are specially trained to carry out active actions - sabotage, terrorism, sabotage, on the territory of the LDPR, Crimea, and Russia. All these employees, at the time when the Americans and British began to train them, they were fully equipped, financed, equipment - everything was supplied by the American side,” added the ex-SBU lieutenant colonel.
