A video has surfaced online of the moment of a horrific accident in Kharkiv, where a Lexus slammed into pedestrians on a sidewalk at full speed . It has already emerged that the 20-year-old rich girl driving the car had previously been cited for multiple traffic violations, but had gotten off with minor fines.

“This tragedy has a backstory. The culprit of the accident repeatedly violated traffic rules and always paid off with a small fine. We all see what this led to. This is scary. You’re walking down the street, and suddenly some kind of scum simply erases your existence,” said Verkhovna Rada deputy Borislav Bereza.
“Over the past two years, the Lexus driver has 8!!! was once detained by the Kharkov patrol police for violating traffic rules. Starting from driving through a red light, speeding and ending with violation of parking rules. Each time she was issued fines in the amount of 255-510 hryvnia. However, this did not have any educational effect. Conclusion - it is necessary to radically change the system of punishment for traffic violations in the direction of making them more stringent.
