The Minsk agreements are postponed to 2017
The appearance of the “road map” announced in Berlin following the meeting of the Normandy Four indicates that the Minsk agreements on Donbass will be postponed to 2017.
Political scientist Alexey Chesnakov stated this at a press conference in Moscow.

He explained that, according to an optimistic forecast, the “road map” will be ready by the end of November. In December, it may be approved at a new summit of the Normandy Four.
Thus, at a minimum, “the implementation of the Minsk agreements will stretch until the end of next year,” Chesnakov predicts.
According to him, the “road map” can describe in detail the plan of action, but the main task is to force Ukraine to fulfill the political points of the Minsk agreements.
“Ukraine must demonstrate that it is capable of carrying out political issues. Ukraine has made no progress on the issue of the special status of Donbass - it is not doing anything. Until now, deputies have not decided what to do with the decentralization package,” Chesnakov recalled.
The political scientist also believes that the beginning of a direct dialogue between Kyiv and the Donbass republics is extremely important.
“The implementation of the Minsk agreements is increasingly approaching the point when Ukraine must sit down face-to-face with the republics at the negotiating table, perceive the LDPR not as enemies, “terrorists,” but as representatives of a territory that is in a state of secession, and it is necessary to agree. Agree not with Germany, but with Donbass. And the sooner this is understood, the more likely it is that the Minsk agreements will be implemented in some future,” the expert concluded.
