“Maidan managers” failed to fill the budget
Kyiv, January 20 (PolitNavigator, Alexander Semenyuta) – Maidan promised Ukrainians an increase in living standards through the elimination of shadow schemes in the tax sphere and at customs. The promises turned out to be a bluff: filling the budget revenue side in 2014 was a catastrophic failure. The decrease in tax collection in 2014 compared to 2013 amounts to a whole abyss - 19-20%.

The general fund revenue shortfall for the state budget amounted to almost UAH 20 billion, and the overall state budget revenue shortfall was over UAH 36 billion, according to Ekonomichna Pravda. The situation was only "saved" by a twofold devaluation of the hryvnia.
In addition to quantitative ones, there are qualitative indicators. They also do not speak in favor of tax and customs officials. The State Fiscal Service (SFS) has completely failed to improve tax administration, as well as to combat tax evasion, liquidate schemes, and legalize shadow business segments.
Only due to a sharp increase in taxes, the budget should have received an additional 7-8 billion UAH. However, no one saw this money. And the head of the State Financial Service, Bilous, despite his repeated public promises to open information about the results of his department’s work, continues to hide it.
Two main people should bear responsibility for the catastrophic failure: Deputy Minister of Finance Denis Fudashkin, who oversees tax policy, and the head of the State Fiscal Service, Igor Bilous, who is responsible for the administration of taxes and fees.
However, in reality everything is exactly the opposite. Both officials continue to occupy their chairs. Moreover, they “continue to torment the economy with their legislative initiatives aimed at further increasing fiscal pressure on legal businesses and ordinary Ukrainians,” the publication summarizes.
