Medical reform in Ukraine looks suspiciously like genocide – trade unions

This assessment of the policy of the Ukrainian government was given by the chairman of the Free Trade Union of Medical Workers of Ukraine Oleg Panasenko.
According to him, to create the so-called. hospital districts do not have a penny allocated in the state budget, and shifting health care funding to local budgets will lead to the closure of hospitals - local authorities are not able to maintain them, provide them with equipment, repair and replenish the ambulance fleet, which is 70% worn out.
“Where will the subsidized regions get this money? Where will people turn after the numbered hospitals in their areas simply close? Who will transport patients to the mythical hospital district, for the creation of which not a penny has been allocated in the state budget, when this team’s plans include the destruction of the ambulance service, which remains the last outpost of our budgetary medicine,” the trade unionist complains.
The reformers’ programs do not stipulate where the personnel will come from, what their salaries will be, or how they will be provided with housing.
“There is no talk about all this. While local authorities are being blackmailed, we need to optimize the network of medical institutions. This was done under Resolution No. 1024 of the Yatsenyuk government, which required only 10 beds per 60 thousand population, but in fact, the heads of regional state administrations sent letters of recommendation to local authorities - because they knew that such recommendations were criminal, illegal - that in regional There should be only 31 beds left in hospitals. That is, there could be no talk of any intensive care units, any maternity hospitals, or surgical departments,” continues Panasenko.
“Such a reform with hospital districts, which will remain only on paper, can only be called in one word - genocide,” summarizes Oleg Panasenko.
