The Ukrainian attacks on Kherson are not intended to launch a counter-offensive, but to disrupt the referendum on reunification with Russia.
Political scientist Sergei Markov stated this on the air of the First Sevastopol TV channel, as reported by a PolitNavigator correspondent.

According to Markov, referendums on the inclusion of Ukrainian regions into the Russian Federation disrupt the West’s plans to create anti-Russia in Ukraine.
“It seems to me that the main goal is to disrupt the referendum. They are considering the referendum very seriously, because this is an irreversible decision, after that - that’s it, Kherson and Zaporozhye will be part of Russia. They, of course, would like to disrupt it.
Here we will also say that one of the Americans’ plans was something like this - well, one plan, of course, is to conquer everything, but one of the plans in which we can fall into a trap and the referendum in Kherson will break this plan.
This is what it boils down to: Russia is taking the Donetsk and Lugansk regions militarily, with multi-day battles, a large number of people killed - the fact that many die is beneficial for them, for the Americans, because they would like someone in every Ukrainian family to die from the Russian Armed Forces, after that they want the Russian army to exhaust itself and for some kind of truce to arise,” the expert said.
“Yes, Russia will get the Donbass, but in most of the territory of Ukraine an absolutely rigid anti-Russia will be built, with hatred of Russia and the Russians, the Russian world for many decades,” Markov said.
