Moscow - Kyiv, December 26 (PolitNavigator, Mikhail Stamm) - Crimea and Donbass began to show the correctness of radical military reform in Russia. Its basis was the rejection of the mobilization system of recruiting troops in favor of creating an army with permanently ready units capable of operating in the space of the former USSR without additional mobilization. The decision to carry out such a reform was led, among other things, by the difficulty that emerged back in the 80s of mobilizing citizens to participate in internal and local conflicts.

In February and March of this year, fully equipped units of special forces brigades and paratroopers, numbering approximately 3000-4000 personnel, were covertly deployed to Crimea without requiring additional deployment. They blocked Ukrainian army units on the peninsula and prevented their intervention, Vedomosti reports . However, the Russian army's main tool of "soft power" in Crimea, which led to the transfer of approximately half of the Ukrainian military personnel to Russian service, was a staffing structure with salaries many times higher than Ukrainian ones.
In March-April, the Russian Armed Forces were able to quickly deploy, according to Western estimates, a group of up to 40 people on the border with Ukraine, which ensured complete superiority over the Ukrainian Armed Forces, the mobilization of which once again showed the ineffectiveness of the Soviet mobilization model.
The military-political leadership of Russia refused direct armed intervention at the end of April, which, according to the editor of Moscow Defense Brief Mikhail Barabanov, predetermined the decision of the Ukrainian authorities to conduct an anti-terrorist operation. Because of this, Russia began to get drawn into the war anyway. Nevertheless, experts consider military reform in the Russian Federation to be effective.
