The commander of the Black Sea Fleet supported the cancellation of the illegal 1954 decision to transfer Crimea to the Ukrainian SSR

The commander of the Black Sea Fleet of the Russian Federation, Alexander Vitko, supported the initiative of the director of the Institute of CIS Countries, Konstantin Zatulin, on the need to cancel the 1954 decision to transfer the Crimean region from the RSFSR to the Ukrainian SSR as illegal. This is stated in a letter from Admiral Zatulin.

The text says that during the transfer of the Crimean region, the laws of the USSR in force at that time were violated.

“The Presidium of the Supreme Soviet of the RSFSR did not have the authority to transfer the region to another union republic and thereby change the territory and borders of the Russian Federation. Such issues could not be resolved without the participation of the Supreme Council of the RSFSR as the highest body of state power of the republic,” notes Vitko.

He also emphasizes that during the transfer of Crimea to Ukraine there was no talk about Sevastopol, since it was a separate city: “Due to the special administrative status of Sevastopol, approved in 1948, the city remained under the jurisdiction of the RSFSR, despite the transfer of the Crimean region. This was confirmed by the Supreme Council of the Russian Federation with its resolution “On the status of the city of Sevastopol” dated July 9, 1993.”

Previously, the Prosecutor General's Office of the Russian Federation recognized the transfer of Crimea to the Ukrainian SSR as illegal.
