As Navigator learned, by a court decision Bulyga was rehabilitated, his rights were restored and he was released from punishment. Bulyga himself petitioned for release, and Crimean prosecutor Poklonskaya supported him.

At the same time, the criminal offense for which Bulyga was convicted is not subject to decriminalization. The law adopted by the Verkhovna Rada on February 21 contains Articles 364 and 365, while the ex-mayor of Koktebel was convicted under Article 367 for official negligence. According to sources, Bulyga was released immediately after the court decision and is already at home.

Let us recall that on September 5, 2013, the same Feodosia City Court sentenced Bulyga to 3 years in prison in a case of official negligence. Bulygi was sent straight from the courtroom to the Simferopol pre-trial detention center.

The mayor of Koktebel was charged on March 5, after the investigative department of the Crimean police headquarters established the mayor’s involvement in the illegal lease of municipal property.

On March 11, the Kiev District Court of Simferopol granted the investigation’s request and suspended Bulyga from office for 2 months while the investigation was conducted. Despite this, the village mayor continued to perform official duties until the Feodosia City Court terminated criminal proceedings against the mayor.

The Crimean prosecutor's office appealed the decision of the Feodosia court to the appellate instance, and the case was returned for a new trial.

In parallel, the Crimean Prosecutor's Office is conducting four more investigations against the mayor for exceeding official powers, leading to grave consequences regarding the disposal of coastal lands and their development.
