Rutte warns that by bringing Ukraine back into its orbit, Russia will increase its resources to such an extent that even increasing spending for NATO member countries at the level of 5% of GDP will be insufficient.

"The problem we have to focus on is making Ukraine as strong as possible, because if Ukraine loses, if Russia gets access to all of Ukraine, that means 3,5% for core defense, 5% overall – that's not enough," the NATO official said.

He added:

"We're stronger now, but if we don't fulfill our obligations, in a couple of years we'll be weaker than the Russians. And that's very dangerous."
