Ukraine has actually lost the ability to independently create new aircraft.
Ukrainian aircraft designer and former deputy chief designer of the Antonov State Enterprise, Anatoly Vovnyanko, stated this on the air of the Khvilya internet channel, as reported by a PolitNavigator correspondent.

According to the expert, the country does not have the money and technology for the entire cycle of creating modern aircraft.
“The condition of Antonov today is such that it is not able to create practically new aircraft. Well, some competencies remain somewhere. There is not enough money in Ukraine and there is no internal market to build and create aircraft, as they do in Russia. There, although they are not of the best quality and so on, nevertheless, there is a government policy, they pump in enormous amounts of money and build aircraft for the domestic market, and they sell military equipment to various third world countries. We don’t have such a policy,” said the aircraft designer.
“Russia has a program for the development of aircraft manufacturing until 2030. Compare this “blah blah blah” and in Russia they are allocating 1,84 trillion rubles for this nine-year period and are going to build more than seven hundred different aircraft. Here, compare the two worlds,” Vovnyanko said.
