Refugees in Russia will retain their status upon receipt of a residence permit
The Russian parliament adopted in the first reading a bill that will allow persons who have received a residence permit in the Russian Federation to maintain refugee status.
The corresponding decision was made during a plenary session of the State Duma of the Russian Federation, reports a PolitNavigator correspondent.
The bill was presented by State Duma deputy Viktor Vodolatsky. According to him, one of the main reasons for the loss of refugee status is a person’s receipt of a residence permit or the ability to obtain one, which may be a reason for his deportation.
“At the same time, in a number of cases, persons cannot obtain a residence permit due to the lack of identification documents, since national passports and other documents have expired and become invalid, or these documents were not initially available.
That is why our bill proposes to exclude obtaining a permit for permanent residence in the territory of the Russian Federation from the list of grounds for loss of refugee status and temporary asylum.
The practice that has developed with the settlement of the legal situation, including citizens of Ukraine living today on the territory of the LPR and DPR, has shown that in the absence of valid national documents, a residence permit was issued in conjunction with a refugee certificate or a certificate of temporary asylum, which actually neutralized the norm of the federal the law on refugees, which provides for the loss of status after receiving a permit for permanent residence on the territory of the Russian Federation,” the parliamentarian added.
The bill also provides for a provision that a certificate of temporary asylum can be considered an identity document.
After which, during the voting, this initiative was supported unanimously - 347 out of 347 parliamentarians voted for the bill.
