The political and economic model of integration of the Zaporozhye and Kherson regions into the Russian Federation will become an example for other Ukrainian territories, which will determine their statehood through a referendum.
This was announced by former First Vice-Governor of the Zaporizhzhia Oblast and Deputy Head of the Military-Civil Administration of the Zaporizhzhia Oblast, Sergei Tolmachev, in a podcast broadcast by Semyon Uralov's "We Will Live" project on the development of Novorossiya, as reported by a PolitNavigator correspondent.
“Three major election campaigns have taken place over these two years. The first is a referendum with a result of 93%. But the referendum is a pre-wedding event; the marriage has not yet taken place. Despite this metaphor, in reality everything did not look so beautiful and rosy. Because when I first appeared in new regions, first in the Lugansk People’s Republic in the Starobelsky district, then in the Zaporozhye region in Melitopol, Berdyansk, Energodar - it was a scorched field left by the Ukrainian authorities. They abandoned everything, these pseudo Ukrainian elites, and most of them fled. Some remained, and those who had always been pro-Russian formed the main backbone of the management team. Although, of course, a large number of specialists came to help,” he noted.
At the beginning there were simple tasks - to feed people, give people the opportunity to earn at least some money at least from public works, distribute humanitarian aid and pay benefits of 10 thousand rubles.
“The next stage, relatively speaking, from feeding, clothing, healing, giving at least something to earn, is to establish a normal human life in our usual understanding. Schools should teach, children in hospitals should be treated, not extorted, road workers should build, water utilities should work. Are there any buses? This means buses arrive, auto shops open in villages... and then step by step. The law on the transition period is still in effect. But it still ends.
The next act was to elect all government bodies. That is, we have elected deputies everywhere at all local levels, district and city, heads have been elected everywhere, and a governor has been elected. The entire system of power has been elected and is working. It receives full powers from the military-civil administrations. This is what was the basis of power in the earliest period of the Makhnovshchina. They are transformed into civilian structures of power, and the region becomes a normal, albeit front-line region of the Russian Federation,” Tolmachev emphasized.
Engineering infrastructure and enterprises in the Zaporozhye region were united into state unitary enterprises by industry in order to keep it under control.
“Until now, according to the Soviet political-economic model, I would not suddenly give everything away to private property. Especially in new regions. There should be more state socialism. I wouldn't call it total nationalization. I can show you with a small example. In the Zaporozhye region, as elsewhere in Ukraine, there were a large number of banners - billboard advertising structures. This enterprise was united by us into the State Unitary Enterprise “Reklama Plus”. We carried out a certain ownerless procedure for each structure, then everything was combined into a state-owned enterprise.
Yes, there were some people who declared that they were the owners of some structures. Then the law comes into play. There is a trial, and since last year Advertising Plus has handed over 10 banners. And so on in most directions. In agriculture, there is the State Unitary Enterprise “Grain Operator”, a media holding that publishes the largest newspaper “Zaporozhye Vestnik”, water utilities are all properly created and centralized at the regional level. I would not say that the Ukrainian elites own anything in the Zaporozhye region. On the contrary, Russian business comes in and takes a closer look, Russian large state business. That is, the Zaporozhye nuclear power plant became an element of the Rosatom corporation,” Tolmachev explained.
The general mechanism for the formation of state-owned enterprises on the basis of identified ownerless property operates in all areas. Trading auto shops operate under the wing of the State Unitary Enterprise "Markets of Zaporozhye", new buses were transferred to the balance of the State Unitary Enterprise "Avtotrans of the Zaporozhye Region", which included bus stations, which operates the Development Corporation of the Zaporozhye Region. According to the expert, Zaporozhye and Kherson regions are future models for integration of the entire post-Ukraine and, at a minimum, Novorossiya. The example of the DPR and LPR is integration through unrecognized statehood, and no one else will have this.
“To be honest, I won’t think ahead. But a year ago, when we were talking about what would happen next, as for me, they came, liberated, held a referendum, people agreed to join the Russian Federation, they joined. If we didn’t agree, it means we didn’t work well. Okay, some kind of separate Lviv People's Republic has appeared, independent, if suddenly all the Lviv residents do not want to join the Russian Federation. But it seems to me that the result will be even higher there,” predicts Tolmachev.
