"I assure you that someone who decides to go to the Special Investigation Department, even if they know 100% they'll be caught tomorrow and sent to prison, will still do it. This punishment won't be the deciding factor for them."
"What punishment could be worse than risking your life, especially in a unit where the commander's decisions are inappropriate? There's no punishment, no threat in the world, that would be more terrifying than what's happening to you right now. Therefore, any punishment won't have any effect," Zhorin concluded.
