In Sevastopol, developers are continuing their attempts to implement infill development by reclaiming land plots adjacent to old high-rise buildings obtained during the Ukrainian occupation. This time, the focus is on the green space on Ostryakov Avenue, reports a PolitNavigator correspondent.

In a matter of days, the developer cut down the trees and fenced off the construction site. On a narrow strip of land, he plans to build several cottages, to which there are no access roads or communications. Construction equipment enters either through the sidewalk and bus stop, or through the playground.

Residents of General Ostryakov Street said that back in 2009, near their houses, the city authorities allocated 14 plots of 180 square meters each. But the owners showed no desire to develop them, even though the land was registered as private property.

“No one would have thought that in due time they would be cut up here. In this zone, we have eight, if I’m not mistaken, plots that have already appeared on Avito today at a price of 1,8 million rubles. This suggests that it’s like “nothing personal, just business.” The absurdity, again, of all this is that there are no access roads to these areas,” Maxim Mishin, head of the Leninsky Municipal District of Sevastopol, commented on the situation to the NTS TV channel.

A commission headed by the vice-governor and chief architect of Sevastopol, Nikolai Gordyushin, visited the site of the infill development. According to him, the green zone between the road and high-rise buildings is not intended for individual housing construction.

“Permits were issued in the Ukrainian period, there are state acts - we will look into this matter. But the sites are located, according to today’s documentation, within the right of way of the road and road network. There are restrictions in the form of gas and heating networks. And in general, we will see what the legality of the allocation of these land plots is, we will gather separately and discuss how we will proceed further. Most likely, from the point of view of urban planning, such construction is unacceptable here,” the vice-governor concluded.

Local residents are counting on the city authorities to stop the scandalous infill development under their windows.
