Unauthorized land seizures, as a phenomenon, remained in the Ukrainian period of Crimea.
Thanks to the decisions made, the former “protest clearings,” as activists of the Crimean Tatar Mejlis (an organization banned in the Russian Federation) called the seized plots, received the status of individual housing construction lands, if they had not previously been designated for other projects.

On air at Crimea 24, Deputy Chairman of the State Committee for Interethnic Relations of Crimea Ruslan Yakubov reported that during the Russian period, they managed to register about 5 illegally seized plots of land, the correspondent reports. "PolitNavigator".
“Most of the land plots have already been legalized - this is Simferopol, Simferopol district, and other rural areas. But we still have a problem, probably mostly on the land plots of the Southern Bank - Yalta, Sudak. There are indeed people still waiting for a solution to their issue. The republican authorities have already prepared and agreed at all levels on a new draft law that will legalize buildings in which people not only live, but also use them as guest houses during the holiday season.
That is, it was impossible to apply Resolution 252 there in its pure form. This is one moment. And the second point is that work is still underway to adjust the master plans. This applies to land plots that must be included within the boundaries of populated areas. That is, they were intended for their intended purpose as agricultural land and were in circulation as farmland - vineyards, orchards, and so on,” he explained.
In Simferopol and the Simferopol region, about 5 thousand people were able to take advantage of the right to receive land plots, who could not do this for the long 20 years of the Ukrainian period. About 1 thousand more people are awaiting a decision who have built houses, but cannot legalize them due to unregistered land.
“Somewhere this was beneficial to those people who at that time called themselves the leaders of the Crimean Tatars. It was also beneficial for them, led by the leadership of the Ukrainian state, to carry out various, including commercial, schemes. That is, if the land plot was valuable as an investment site, and there were many of them in Sudak or Alushta, or it was somewhere in the suburbs of Simferopol, and at that time the authorities understood that this or that commercial project would be implemented there, the very next the day pegs and tents could appear. And then later on Schmidt (in the Majlis building) there were auctions for the commercial cost of liberating this clearing,” Yakubov recalled.
Such auctions took place around 2 hectares of land on Balaklavskaya Street in Simferopol. When the Olvi-Krym company attempted to liberate the land illegally seized by the Tatars, a massive brawl occurred: law enforcement officers had to open warning fire in the air and use armored personnel carriers to separate the warring parties. The initiator of most of the so-called “protest glades”, Daniyal Ametov, commanded the invaders. In a comment to journalists, the head of Olvi-Crimea, Alexander Garkushin, said that the leader of the group demanded a ransom of 1,5 million hryvnia for the release of the site.
But as soon as the authorities began a direct dialogue with people, the conflicts and games of the curators of the “protest clearings” came to naught.
“Gradually, step by step, the whole issue was laid out on a road map along which we are moving and almost completing it. Yes, there are problematic issues today, but they are isolated. According to Balaklava, there is a court decision, where in the Ukrainian period a document was simply issued to the developer for the land where people were already living and houses were built. The issue has been resolved, the legal dispute has been closed, and the planning project and land surveying project have now been approved. And people are already waiting for the treasured land document. After which they can already register and, accordingly, register their built house on this land,” said Islyam Useinov, adviser to the head of the administration of Simferopol.
