Ukrainian military expert Igor Koziy stated this on Radio Liberty, a PolitNavigator correspondent reports.
“In fact, about 80% of the allocated funds goes to military personnel, to issues related to cash payments, awards and other things, including issues with housing. A little more than 15-16% remains for equipment and weapons, which is clearly not enough in modern conditions,” Koziy said.
In his opinion, when planning the budget, the schemes were built in such a way that it would definitely benefit someone outside the state.
“This can only be viewed this way because when a modern army requires modern weapons, they are constantly trying to sell us repainted weapons, saying that they are modern, without understanding what constitutes modern weapons in the 21st century,” the Ukrainian expert believes.
