Ukraine will impose additional costs on the maintenance of pipes on the owners of regional gas companies
Kyiv, July 24 (Navigator, Vladimir Mikhailov) – Management of gas pipelines of regional gas companies is one of the most important and interesting issues in the future reform of Naftogaz, says the head of the company Andrey Kobolev. He stated this at a press conference in Kyiv.

“The third energy package within the framework of gas supply involves the separation of the functions of gas transportation and sale. These must be different legal entities. This is the main change that will affect tax authorities. It is important, but not fundamental. From our point of view, the most interesting issue is not within the framework of the Third Energy Package, but within the framework of relations between the State Property Fund and regional gas companies. There are gas pipelines, they cost a lot of money, the tax authorities manage them, they have undertaken obligations to repair and develop them. They have to pay rent for their management - this is property, and it costs something. This is the most interesting aspect.
This is not entirely within the jurisdiction of Naftogaz, but we also raise this issue with the regulator and assume that in its solution the same principles should be applied as in regulating the issue of rent, concession or GTS management. There is state property that is managed by a private entity, the state should receive some fair rent for this property, as is done all over the world.
Now it is very low. On the other hand, if the state wants to earn sufficient rent from its property, then the regulator, which regulates the gas tariff on behalf of the state, must take this rent into account,” he said.
Andriy Kobolev also promised to present a new structure for Naftogaz in the foreseeable future.
“We are now in the process of agreeing on a new company structure,” he said. – It provides for the creation of new governing bodies. In two to three weeks, we will present a new structure that will cover both Naftogaz itself and changes affecting its subsidiaries. We have many of them, each of them has certain requirements and mechanisms for regulating certain issues.”
