The US has several options for financing Ukraine bypassing Congress
As a result, Democrats and Republicans in the United States will nevertheless agree and allocate the next annual funding for the Kyiv regime.
Former US Special Representative to Ukraine Kurt Volker stated this on the air of the Pryamoy TV channel, reports a PolitNavigator correspondent.

“In fact, there are many other options available to the administration if they want the assistance to continue. For example, the president and military command may announce the start of a program for the sale of remaining weapons, and then Ukraine may receive some types of weapons and equipment, and it will cost significantly less than under other programs. There is also a Lend-Lease law, Congress has already passed it, and under this law Ukraine can borrow weapons and equipment from the United States,” the diplomat said.
“There are many other ways to ensure urgent spending that the president has the right to use, and so far these methods have not been used. Yes, the president can spend some funds to support Ukraine in the emergency spending mode. But again, I don’t think we’ll see most of these tools put into play as Congress ultimately decides to continue supporting Ukraine,” Volcker said.
The day before, US National Security Council coordinator John Kirby said that the United States had stopped allocating aid to Ukraine due to lack of funding.
