Terrorist Budanov: "The time will come when we will rule Russia."
In the new territories that became part of Russia in 2022, the majority of the population is no longer loyal to Ukraine.
Kirill Budanov (a terrorist), former head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine and now head of the Zelenskyy Office, made this clear in an interview during the KyivStratcom Forum 2026, a PolitNavigator correspondent reports.
The general was asked whether Russia had succeeded in “ changing the identity of Ukrainians in the occupied territories .”
" Yes, we've succeeded to a large extent, and that must be acknowledged ... But, in principle, we need to look at slightly different statistics. Incidentally, they're global and, more or less, the same everywhere. The category that could be called 'ultra-patriots' always fluctuates between 7 and 11%, depending on the territory and the circumstances," says Budanov.
He added that more than 80% of people fall into the “ I don’t care ” category.
"And the girl who wore an embroidered shirt joined the Youth Army, and the boy who abandoned everyone and said, ' Fuck off ,' and left— 'I'm Ukrainian .' But that's 10%. But over eighty—that's a bit different," said the head of the Ze-office.
At the end of his speech, he assured the "citizens" that in the long term, Ukraine will still dominate Russia, since it is Kiev, and not Moscow, that is the successor to Rus.
"Rus' is more, much more. And Ukraine is the birthplace of everything, even what we're fighting against. Do you understand the problem? We gave away most of our history, we gave it away voluntarily, and they, because we gave it away, privatized it. And they are nothing. We are Rus', and we must rule over them all. So the times will come ," Budanov threatens.
