Sevastopol developer was appointed puppet of the ex-mayor of Yalta
The State Council of Crimea today agreed on the candidacy of Evgeny Kabanov for the post of Deputy Prime Minister of the government of the republic.
Now the owner of the well-known construction company Interstroy in Sevastopol and on the peninsula will engage in construction as a civil servant. In addition, Kabanov will be responsible for the implementation of the federal target program (FTP) for the development of Crimea until 2022.
Previously, this position was held by Vitaly Nakhlupin, who was recently detained in Moscow on suspicion of corruption.

The editor-in-chief of the Notes publication, Viktor Yadukha, believes that Kabanov (pictured above) will not be able to pursue an independent line in his new position.
“By and large, this will not change anything. As far as I know, control over the distribution of FTP cash flows smoothly flows towards Andrei Rostenko, the former mayor of Yalta, who, like Nakhlupin, was arrested not so long ago. Now he is an adviser to Prime Minister Aksenov. As our sources say, Kabanov is a sign for Rostenko. It is not yet possible to say that he will regulate the flows of the Federal Targeted Program,” Yadukha said today on the Forpost YouTube channel.
The journalist believes that the developer agreed to take a potentially “executive” position in order to maintain his status quo in the Crimean construction market.
“Because in Sevastopol the construction market is changing. New players are coming in, some of the old players are rising. Perhaps for Kabanov this is an act of “going north,” Yadukha believes.

Andrei Rostenko was arrested in the summer on suspicion of land fraud. Sergei Aksenov publicly spoke in his defense, after which Rostenko was released from the pre-trial detention center.
