Mikhail Pogrebinsky, director of the Kiev Center for Political Research and Conflictology, stated this in a commentary to the Kiev online publication “Strana”.
“In this situation, the exchange of prisoners really depends 100% on the Ukrainian side. “I know for sure that an agreement on the exchange has already been reached,” the political scientist said. – That is, it was not about plans, but about facts, about the fact that everything had already been decided. But then the Ukrainian side really decided to replay the situation. That is, the question is exclusively about inhibition on the Ukrainian side. And this is an important issue for the image of Ukraine.”
The expert recalled that during yesterday's press conference, Russian President Vladimir Putin expressed hope that the exchange would take place this year and said that the exchange had stalled due to the Ukrainian side's last-minute decision to change the previously agreed-upon list.

“Now that Putin has publicly stated that he is ready for an exchange by the New Year, one can imagine how many questions the relatives and families of prisoners will have for the Ukrainian authorities, why they do not agree. Why, if we have already agreed, they don’t want to give up anyone in Kyiv, carry out the first stage, exchange at least someone. Therefore, I think that before the New Year there will be an exchange,” says Pogrebinsky.
