Ukrainian propagandist Roman Bochkala stated this in his blog, reports a PolitNavigator correspondent.
According to Bochkala, the Ukrainian authorities were mistaken from the moment they gained independence, believing that they would be able to build friendship with Russia. He came to such conclusions after asking several questions to the first President of Ukraine Leonid Kravchuk.
“The first is whether the Budapest Memorandum could guarantee the security of Ukraine. The first President's answer is no, because it is only a memorandum. Just a framework agreement, not even a contract. The parties confirmed their intentions. This memorandum did not have any specifics or support mechanisms specified in the text. So why am I saying we signed it? Well... It's politics.
