Why - because there are objective reasons. The huge Dnieper River makes it impossible to carry out any actions. Therefore, in order to cross the Dnieper, you need, first of all, to have a significant advantage in strength over the Russians as a whole at the front, you need to have a powerful air defense system that can repel attacks by Russian aviation, an advantage in ammunition, in infantry and build powerful ferry crossings, bridges over Kherson.
