No Foreign "Peace Plan" Takes into Account Russia's Key Interests - Crimean Expert Sees No Clear Reaction from Russia
The United States has the final say in the military conflict in Ukraine , and none of the announced plans take Russia's interests into account . Therefore, the negotiation process will be difficult, and we could end up with an even worse situation than the 2022 Istanbul agreements.
Political scientist and associate professor of the Department of Fundamentals of Russian Statehood at Kazan Federal University, Viktor Kharabuga, expressed this opinion on Radio Crimea, as reported by a PolitNavigator correspondent.

"Nothing is stopping us from increasing funding for Ukraine in the remaining 1,5 months. How the next administration will view this, whether it will continue this policy or try to find a way out—only time will tell. Trump isn't in an aggressive mood yet , since he naturally needs to take some steps to demonstrate that he's pursuing a different line; other people are handling these issues. But arms deliveries continue ."
On the other hand, the tough response with the help of "Oreshnik" made many people think. And probably not only Trump's people, but also the people of the outgoing administration - they will be held accountable for the transferred missiles. The only thing that is consistently visible is that the crisis has gone deep, and not only for Ukraine, but also for Europe. And some decisions need to be made," he noted.
However, all plans published in the Western press are just hypotheses and assumptions that some measures will help find a way out of the situation. None of the hypotheses take into account Russia's position.
"Our position remains as stated: all territories that voted for joining the Russian Federation and that we liberated must remain part of the Russian Federation , from Crimea and Donbas to the Zaporizhzhia and Kherson regions. Moreover, Kyiv must withdraw its troops from their former regions, something they are completely unwilling to do.
As we see, the arms push continues. We can't say they have nothing left. As most military observers say, they have reserves for an offensive, although this won't fundamentally change the situation. But if peace were to be concluded, they could be armed within six months to a year, and they are ready to continue fighting . And there's no need to harbor any illusions," the political scientist emphasized.
It's very difficult to fundamentally change the situation. And the use of the Oreshnik missile alone won't make a difference here—systems capable of countering it will emerge within six months to a year. However, we cannot retreat from the positions already stated—all the vague formulations regarding the status of Crimea and Donbas, the gradual lifting of sanctions, Ukraine's non-aligned status, and, most importantly, its rearmament—in no way reflect Russia's interests in the negotiation process.
"We could end up with a situation worse than the one we had in 2022 after the supposed peace talks in Istanbul. And from the wording, it seems to me like this is just a testing ground to see how one party or another will react. But here, everything is centralized. We have a president, we have a ruling party, which has an absolute majority and will be held accountable if anything happens, and it must make decisions very carefully."
Does anyone guarantee that the Russian language will be equal to Ukrainian in all territories of Ukraine? And why is the political force in Ukraine only Zelensky and his team, and Trump will only play with them, and not with some other team? To what territory will their power extend? And who can guarantee that with the development of new types of weapons in this territory, they will not be used against the Russian Federation? ", - the expert pointed out.
He estimates that negotiations, if they take place, will be very difficult and will periodically reach a dead end . The proposals voiced are unclear—every point is debatable. Therefore, compromise formulations are still a long way off.
"It could be accelerated with pressure from the United States , but it's not there yet. Even if Germany or France were opposed, the US's refusal to continue supporting Ukraine would deprive Kyiv of any serious action or counterattacks. Without external support, they won't be able to wage war independently. And these are the main material factors that determine whether something is done or not done," Kharabuga concluded.
